Each province or state has an agency that regulates utility rates. In Texas it is the Texas Public Utilities Commission. Utilities cannot offer fixed contracts. Signing with an energy marketer means that your rate can be fixed. They can offer you an arrangement to fit your situation.

Comparing and deciding amoung the various offers

In the new deregulated industry, buying energy is like getting a mortgage. You can choose contract terms between 1 and 5 years. You can choose to lock in for a long period at a fixed rate, or choose totally variable rates and take your chances that rates won't go up. This decision depends on your budget, and what you expect gas prices to do over the next few years.

What's included in the retail prices

If you choose to buy from an energy marketer, your service won't change much. You will still get only 1 bill, but it will be from your Retail Electricity Provider (REP) and will indicate a regulated Distribution Charge, and a Commodity Supply Charge. If you have rental equipment or a service contract, charges for these will appear. It will also show an "all-in" rate that includes not only the energy charge, but distribution charges and fees as well to help in cost comparisons.

Remember this cost split when comparing costs. The suppliers, brokers and marketers are only offering rates on a portion of your bill. The distribution charge is fixed and regulated by an Texas Public Utilities Commission. As a result, when a promotional message claims a 10% saving, it is referring to 10% off the portion controlled by the energy marketer.
